I beat game modes 1-5 (there are 8 total) by landing 7 "shots" before getting 7 misses.

You shoot a guy out of a cannon, attempting to land him in a water tower. For 1-player modes, you have to get 7 hits before you get 7 misses, while the 2-player mode is the first to 7 hits. The different game modes have the CPU randomly setting either the speed or angle of the cannon, or the distance away from the water tower. One mode gives you the ability to move the water tower after you shoot. The 2nd set of modes adds a "window" that you have to shoot the guy through in addition to landing him in the water tower. All modes have two difficulty settings, with the higher difficulty setting making the water tower half as wide. All modes can be played 1- or 2-player.

I found it to be decent, but I couldn't be bothered to finish off the remaining 3 modes. Trying to shoot him through the window just became too much of a pain and the game is rather monotonous.
